This is a laudable idea, but one that is challenging for the city to undertake. It may be more appropriately handled at a provincial or federal level. The cost of bikes pales in comparison to the cost of cars, so other solutions that increase opportunities for affordable housing nearer people’s places of work will make it easier for residents to give up at least one family car and invest those significant savings in other modes of transportation.

The Stark Mountain Health Plan, created by company co-owner Skimmer Hellier one morning fresh from a bike to work, pays employees $500 up front to buy a bike and promises an additional $500 if they completed 650 miles by the end of the year. http://bit.ly/czpQsM

The City does not have jursidiction in this area, though the best way to send price signals to discourage the use of air conditioners may be through sales tax administered by the provincial government.

There are logistic problems with taxig use of individual eletrical applliances and there are going tobe issues with discriminations between businesses. Are the fans to be taxed in the same way?

Requires support from the provincial and federal governments. The draft Greenest City plan will advocate for new sources of funding for improved transit (e.g. congestion pricing, vehicle levies).

Why not go a few steps further and make the transit 100% subsidized. That is a poweful promotion for use of transit and motivating people abandon their cars.

While presentations on sustainability issues are a great idea given the dismal insight about this crucial topic in the minds of the public, the urgency of the situation of a large scale public engagement that is critical, attention must be paid to three crucial issues 1. Would the carbon cost of the presentation be justified ? 2. How much room has been created for a real time audience participation? 3. What is the motivation level amongst the audience and whether there is a realistic expectation that it would rise after the presentations are made?

We need to start thinking at a global level folks. We would waste time and resources chasing after small fish. We have very tight time schedule to work around and have time and money only to go after the BIG deal items. These minor band aid cures are foolish distractions from the areas where focus must really be maintained. We need to stop denying that we are never going to win the battle of global warming so we better shift on plan B and allocate resources there. It means turning Sahara into a lush forest as outlined at the link UNFCCC decoded http://vsrbc.web.officelive.com/UNFCCC.aspx We need to conserve the time of the council and Mayor for items that would save the planet not just sore eyes of someone allergic to the woodstove!

Experience in both the poorest nations and the rich nations shows that there is no real means available to policy makers to control water waste by humans. It is as insoluble a problem as oil is in water. No rebate or penalty system has been effective in solving the water shortage problem. The only hope if through educating people on the compassionate use of water and to lovingly share it with others. That is the ONLY hope for us. Rest all is waste of time.

With half of the schools closing in the coming decade this is not a good area to be optimistic about folks.
