Far better to use biodiesel to replace conventional diesel for transport between towns. Air pollution is a less serious problem in rural areas. As indicated on the American Lung Association's website, diesel emissions are deadly -

Although biodiesel can be somewhat less polluting, there's no evidence that the emissions are any safer.

For urban areas, far better to use 1) bicycles, 2) electric vehicles or LPG or natural powered vehicles 3) efficient petrol-powered vehicles. 2) and 3) are particularly suited for public transport vehicles, because they are used all day long.
