Requires support from the provincial and federal governments. The draft Greenest City plan will advocate for new sources of funding for improved transit (e.g. congestion pricing, vehicle levies).

This is an evolutionary process. The City of Vancouver is already considered a North American leader in this regard. Current and future plans and projects (e.g. Cambie Corridor Planning Program) will continue to embrace this ideal.

Some people like to keep a car for a road trip, or emer or a special occasion.At their current rates per day system, it is much cheaper to pay by the year so people use their cars regularly.
Or, we pay as with medicare. This is a public necessity.
Driving should be viewed as a luxury. Not a necessity.
Taxiis could offer great monthly/yearly memberships too
Parking rates MUST be increased.
Insurance rates must be increased because we all have to pay for accidents, car injuries, police surveillance, road maintenance and congestion and pollution.

2 million injured yearly in the US annually and they kill each other on the roads 45,000 times per year.

It is criminal that pedestrians from babes to very elderly are exposed to this 24/7
I would love a carfree city and even where I live, so called rural, pristine SSI, the traffic is horrendous.
We need a class action suit against GM et al for decades of abuse to this planet and its creatures, including citizens.
They are our Weapons of Mass Destruction.
But... people are so addicted to the car, it will be hard to get them off.
A hybrid is not a solution, but there are variations of electric that would help, and conversion is atleast a form of recycling.
