I'm not surprised that the proponent of this initiative wishes to remain anonymous. If a business wishes to attract the cyclists let him install a bike rack to the City's requirements, but at his expense. No tax credit needed.

Awesome idea. I like to go to small local stores in my area (Kerrisdale), but very few of them have dedicated bike racks.
