Modify ByLaws to permit increased thickness of walls to be exempted from FSR and from building setback requirements so that the added thickness of walls due to thermal insulation does not penalize new construction or renovations. Current relaxation of 2.5" is not sufficient, up to 18" should be allowed - or to zero lot line.

You could live like animals in caves, no buildings and no insulation required.
Just dig a hole in the side of a Mountain so your home does not fill up with water. This is an earthen home. You could dig down but you would end up with water problems.
