  1. Provide abundant & secure bicycle parking at transit stations & other key locations.

    For many people who live too far from a transit station to walk, cycling could be a great option--if they only had a safe place to leave their bike. Unfortunately bicycle theft is a common occurance in major cities, and Vancouver is no exception.

    Abundant and secure bicycle parking (e.g. 'bike stations') should be provided at transit stations and other key locations throughout the city (e.g. downtown Granville Island). Security can be enhanced through smartcard access, security cameras, and/or an attendant.     This is acknowledged as a key strategy to better integrate cycling and transit. In 07/2009 the City committed some funding for secure parking facilities at Broadway-City Hall and Olympic Village Canada Line stations. The City has also conducted a feasibility study for a downtown bike centre.

  2. Turn existing "bike streets" into proper separated bike routes

    The network of bike streets is a great start, but drivers aggressively squeeze cyclists close to parked cars, increasing the risk of accident. Create physically separated bike lanes on these routes - perhaps by getting rid of one or both sides of street parking. (Or forbidding driving altogether on those routes!)

    The city’s new active transportation plan will soon be in development, and hopefully completed within the next year.

    A big part of the work ahead is to identify the complete cycling network, and the type of facility that is most appropriate and/or feasible for different routes. In some cases (e.g. busy arterial routes), separated lanes might be the best approach; in other cases (e.g. lower car volume neighbourhood streets), enhanced traffic calming and/or further reducing car access might be more appropriate. Travis cited some great examples in the Netherlands where cars are ‘guests’ that are allowed in, but do not dominate.

    In all cases, the goal should be to make routes that feel safe to all potential cyclists, including beginners, children, and seniors.

  3. Mandatory 2 day "Green Building" 2 day workshop for Contractors & Sub Trades

    Educate the small business tradespeople in Green Building technology and methods. Workshops would be geared to specific trades/phases in building/renovations e.g. demolition/salvage/recycling options, energy efficient design/products, sustainable and non toxic building materials and reducing what is sent to the landfill. Make it mandatory to attend every two years in order to operate in Vancouver. Offer the courses free to contractors, plumbers, electricians, painters, carpenters etc. Perhaps the province could also provide a tax incentive for attendance to offset their lost revenue.

  5. Ban power washers for residential use

    "Ban power washers for residential use, and monitor their use or find alternatives for commercial use. At present they are noisy, gas-sucking or power sucking annoyances that waste tons of water while owners wash their trucks, their driveways and their dogs. It stuns me. I have sat outside of a Safeway store at the tables provided and watched while two men have power washed a concrete planter and a small portion of sidewalk, for HOURS, using TONS of water and power. Why, in Rain City, do we have to powerwash everything that is exposed…

  6. Cool roofs to combat the "heat island" impact, and save energy and reduce emissions

    From July 22 "Science News" (everything old SHOULD be new again...)

    Global model confirms: Cool roofs can offset carbon dioxide emissions and mitigate global warming

    Light-colored roofs and pavements would help in 2 ways. First, the "urban heat island" effect would be mitigated. Second, by reflecting incoming solar radiation back into space, the whole globe would, on average, become a bit cooler. In terms of CO2 emissions, an offset of two years worth of emissions could be attained. Provided of course, such a huge amount of light-colored stuff can be produced and installed in a carbon-neutral manner.

  8. Require residential water metering

    The City of Vancouver could expect to achieve about a 20 % reduction in water use if residential meters were installed. However, the average water bill for single and two family homes would increase by about 30 %. These costs are related to the installation and maintenance of the meters and to the fact that the majority of the cost of water is related to the filtering and distribution infrastructure - the cost of which remains the same regardless of how much water is used.

  9. Provide home owners with a tax rebate for installing compostable toilets.

    The availability of composting toilets is growing, with a variety of kinds to suit home owners' purposes. Our clean water sources in Canada are abundant, but also the equivalent to gold on an international scale: we should treat it this way. Let's not flush our potable water sources down the toilet. Composting toilets use little to no water at all. We should provide incentives for Canadians to make this change.

  10. Tie air pollution permits to targeted pollution reduction plans

    For those industries permitted to pollute (chicken and fish reduction plants, diesel exhaust from the port) tie specific targeted reductions as a condition of permit and monitor to assure results.

  11. convert heat to FREE hot water

    Encourage all those stores that vent their unwanted heat from A/C units as well as from coolers/fridges and freezers grocer types and pump that heat into hot water tanks! The technology is available "off the rack". Known as Fre-Heaters..we should be capturing all that vented heat and convert it into hot water. NEW stores should not have such old equipment and instead be encourage to convert at the time of building!

  12. Variable Property Taxes based on FSR

    Many SF homes built in the city today have huge footprints. Real estate economics shouldn't govern the size of homes. Reward existing homeowners and new home builders by allowing property tax discounts for greater green space surrounding their homes. Smaller homes with larger proportion of the land landscaped in trees or gardens increases the quality of city life.

  14. Unbundle parking and housing costs

    Many people assume parking is free or inexpensive since it is usually included in the cost of housing. In reality, it is a significant hidden cost -- by some estimates, the cost of a single residential parking space can be $40,000 to $50,000 or even greater. People are more likely to own a car and to drive if they've already paid for a parking space.

    Vancouver should explore policies that separate (or 'unbundle') the cost of parking from the cost of housing. This gives home-owners or renters an opportunity to pay for housing without paying for attached parking, increasing both…

    The City has supported projects that have voluntarily unbundled parking (e.g. Spectrum), and is actively working to gain authority to require unbundling in new development — this requires changes to Provincial legislation. In 2008, the City proposed the Unbundled Parking Resolution to give BC municipalities the authority to require unbundling in new development. This was passed by the Union of BC Municipalities. Provincial response to date: The Ministry of Community Development will review the proposal and refer the issue to the Development Finance Review Committee for discussion.

    Replace power washers by employing the green techology of the self cleaning coating "nano Titanium Dioxide (nTiO2).
    It's a better way to keep buildings clean while protecting the environment and it's available here in the lower mainland.

  16. create incentives for every homeowner to install Photovoltaics, Wind Turbines, or Solar Hot Water

    We have to have a GREEN REVOLUTION to really make a difference in our attempt to be "Sustainable". We have to remove our dependence on fossil fuels. Every home could generate enough power to run most of its appliances. We need a smart grid.

    Vancouver’s Solar Homes Pilot is offering $4300 towards the cost of solar hot water systems in Vancouver – this is roughly 50 per cent of the cost of a system. The funding is available to 30 homes on a first come, first served basis. In order to qualify for the rebate, your system must be installed by December 31, 2010.

    Beginning January 1, 2011, we will be offering $3,000 towards the cost of a qualifying system. Systems must be installed by February 15, 2011.

    Will consider extension of program to other areas/technologies.

    Support the development of collective housing- support landlords that rent to collective houses and create supports to allow collective houses to own their buildings.
    Adult, children and pets living collectively pool their time and resources to implement practices that reduce their environmental footprint and support everyone's quality of life.

  18. Ensure City of Vancouver buildings/events only serve vegan food.

    The production of plant-based foodstuff is far better for the environment than animal products, which are one of the leading causes of climate change. The City should lead by example, and ban animal products at any event they cater - ie meetings, catered food for staff, event food.

    Low footprint food choices are not the same as vegan food choices in all cases, the analysis is more complex than this. Generally a low footprint diet is local, seasonal food, and limits consumption of red meat, dairy, and some grains. We will look for opportunities to offer low footprint choices in City facilities.

  19. change building code to allow ventilated service areas

    Apartments and condos would have ventilated service areas, where people would be able to hang clothes on clotheslines, instead of using electrical driers all year long for drying any amount of clothing. Also, a tank with tap for manual washing of small loads of clothing will save water and will add up to hygiene.

  20. Provide a one-stop clearing house for information relating to local food in Vancouver.

    A local food directory could support residents in participating in the local food economy, advising them of all the various initiatives that are going on relating to food production, processing and retail in Vancouver.
